Here's a proposal for a new rule. I invite all committee members to discuss it's approval.

Participants in any Inc. DC match get a chance to come up with the topic of their debate, they must agree on the topic and once that is agreed upon, the person that suggested it would post second. In case of disagreement, the INC DC committee members will suggest several topics to pick from.

A slight tweak I think would work, and it's fairly similar to what it is right now. A topic is suggested at the start of the match, but both members have the opportunity to suggest topics, and if they agree, they proceed with that one.

Just as a few suggestions for topic ideas:

What do you think should be Hogan's role in TNA?
Who do you think the next wrestler will be to win their first WWE/WH Championship?
If TNA creates a second show, what should be the theme of it? (Knockouts, X-Division, Standard Lineup, etc)
Rewrite a horribly botched angle from the past. (Fingerpoke of Doom, David Arquette World Champion, etc)

There's basically been an unsaid rule that people get to choose their own topics for quite a while Carnage.

Yeah, that's unheard of, "stealing" ideas in pro wrestling related areas, wow.
I would mention my idea of the 3 Count post format for debates, but you see where I'm getting at ...whatever works.

From what I've seen 95% of the time Prof gives out topics. There have been a few instances where debaters have chosen them but not much. I'm just pointing out that since WDL started that Inc DC has

1) stolen one of our topics
2) now is suggesting stealing our idea of debaters picking topics
3) saw Kurgen suggest a 3 post debate with Cezar which is another one of our rules

I'm not sayin, I'm just sayin
